Alt Penedès Nearly Doubles Investment in New Works and Services Plan

The region will receive 13 million euros from the Generalitat, with a significant increase for all municipalities.

The Alt Penedès region is set to receive 13 million euros from the Generalitat through the new Single Plan for Works and Services (PUOSC) 2025-2029, a figure that nearly doubles the investment from the previous period.

This allocation represents a substantial increase compared to the 6.9 million euros received in the preceding call. Across the Penedès vegueria, the total investment will exceed 37 million euros, as part of a program that has doubled its global budget to 500 million euros for all of Catalonia.
The increase in resources is reflected across all municipalities in the region. Vilafranca del Penedès leads with an allocation of 789,900 euros, followed by Sant Sadurní d'Anoia with 649,425 euros. Other localities exceeding half a million euros include Gelida, Santa Margarida i els Monjos, Font-rubí, Subirats, and Avinyonet del Penedès.

One of the most notable innovations of the PUOSC is the introduction of a specific support line for rural municipalities. Localities with fewer than 2,000 inhabitants will receive an additional fixed amount of 110,000 euros. According to the Government, this measure aims to strengthen local public services, combat depopulation, and foster population retention in rural areas. Furthermore, competition among town councils for subsidies has been eliminated.
The PUOSC, managed by the Department of the Presidency through the Secretariat for Local Administrations and Relations with Aran, is a fundamental tool for financing territorial improvement works and local economic revitalization projects. Town councils, decentralized municipal entities, regional councils, and associations of municipalities can access it, provided that member municipalities waive their individual budget in favor of a common project.
The new subsidy distribution system stipulates that town councils will receive between 400,000 and 789,900 euros, while regional councils will have a fixed allocation of 512,195 euros, and decentralized municipal entities, 375,000 euros. The Generalitat's co-financing percentage will vary according to the municipality's population, ranging from 95% for localities with up to 1,000 inhabitants to 50% for those with over 50,000 inhabitants.
