The First Secretary of the Federació Alt Penedès-Garraf, Albert Tort, stressed that the new agreement reached is “fundamental” for addressing the need to improve public services in Catalunya, especially in Alt Penedès and Garraf, where shortcomings date back years due to population growth and previous cuts.
“"It is not enough to complain as if they had never governed. Responsibility is needed before national opportunities that address real progress in self-government, more funding for Catalonia, and greater financial autonomy, after 14 years of an expired model."
The federation's spokesperson, Teresa Llorens, detailed that the agreement represents a “real step forward” with 4.686 million euros additional for Catalunya, strengthening the financial autonomy of the Generalitat under a model of greater justice and territorial equity.
Llorens highlighted that the new model adheres to the principle of ordinality, placing Catalunya “third in contributing and third in receiving.” Furthermore, she linked the agreement to demographic reality, as Alt Penedès and Garraf are estimated to exceed 114,000 and 160,000 inhabitants respectively this year.
