All municipal groups in the Vilafranca del Penedès City Council unanimously approved a motion in January 2026 to intensify the prevention and control of alcohol and drug consumption among young people.

The initiative, presented by ERC, primarily aims to reinforce surveillance and compliance with regulations. The motion calls for a specific police control campaign targeting the sale of alcohol to minors, with planned inspections of establishments, to ensure compliance without “criminalizing anyone.”
In addition to control, the motion demands reinforcing the preventive presence of the Local Police in combination with social educators in areas and times of higher consumption. It also calls for greater coordination between municipal services, educational centers, and entities, and the drafting of a new Municipal Drug Plan to update the current In Drogs 2020-2024.

The Councillor for Public Health and Consumption, Jordi Junyent, argued that, despite the formal expiration of the current plan, actions are adapted to new needs, confirming that the document is scheduled for review and update during 2026. During the 2024-2025 academic year, 38 prevention workshops were held in ESO, reaching 1,171 students.
The motion also focuses on the lack of youth leisure alternatives in Vilafranca, demanding the creation of a space designed with and for young people to promote culture and healthy leisure, with potential locations such as the auditorium area or Cal Bolet.
