The current conflict arises because the Generalitat de Catalunya does not guarantee free transport for students traveling within the same municipality. This affects towns like Pla de Sant Tirs, Montferrer, and Alàs, where parents often choose schools in La Seu d'Urgell or Andorra due to better logistics.

The Alt Urgell County Council, led by Josefina Lladós, explained that current regulations date back to 1996 and require urgent updates. Local representatives suggest using 'on-demand' transport systems, which already serve elderly residents, to accommodate students and help families balance work and school life.
