La Seu d'Urgell City Council warns of fines up to 500 euros for improper use of electric scooters

The La Seu d'Urgell City Council has launched an information campaign to remind residents about the strict regulations governing electric scooter use, aiming to ensure coexistence and road safety in the municipality.

The municipal ordinance strictly establishes that users of electric scooters, classified as Personal Mobility Vehicles (PMVs), are prohibited from riding on sidewalks and pedestrian zones, as the council reminds that “the scooter is not a toy”. They must circulate exclusively on the road, following the direction of traffic, with a maximum speed limit of 25 km/h.
Regarding personal safety, helmet use is mandatory for all riders, who must be over 16 years old. Furthermore, having valid civil liability insurance is essential, and the vehicle's use is strictly individual, prohibiting more than one person from riding simultaneously.
Other obligations include having a bell, optical lighting, and reflectors in conditions of poor visibility or during the night. Likewise, the use of headphones or mobile devices while driving is totally prohibited.

The Urgell City Council warns that failure to comply with any of these obligations is considered a serious infraction that can result in economic sanctions of up to 500 euros. The La Seu Municipal Police is already actively informing the public about this possibility through their communication channels to promote compliance with the regulations.
