La Seu d'Urgell to promote 111 affordable rental flats in l'Horta del Valira
The City Council celebrates its inclusion in the first Generalitat tender to build public housing using surface rights.

The La Seu d'Urgell City Council has been included in the first Generalitat tender to build up to 111 affordable rental flats in the l'Horta del Valira area, emphasizing inter-administrative cooperation.
The city council of the capital of Alt Urgell advocates for cooperation between administrations as an essential way to solve housing problems. Mayor Joan Barrera highlighted that the inclusion of La Seu d'Urgell in the plan by the Department of Territory, Housing and Ecological Transition is a clear example of this collaboration.

The municipal goal is to outline a "global strategy" on this matter, hoping to advance the promotion of the 111 homes during 2026. These flats will be built on the two plots of land that the city council offered to the Generalitat in l'Horta del Valira, and 30% will be reserved for young people.
The plan is based on the surface right or concession formula for developers for a period of 75 years, a model the council describes as a "pioneering tender at a country level". This system combines public initiative, which provides the land and sets the conditions, with the operational capacity of the private or third sector, which will be responsible for construction and management under strict criteria of quality and public service.
