The Calaf City Council held an extraordinary Plenary session on Monday, November 2nd, where the fiscal ordinances for 2027 were provisionally approved with six votes in favor, two abstentions, and two against. The proposal maintains municipal taxes and fees frozen, with only technical and wording adjustments proposed by the Tax Management Body.
During the debate, Junts per Calaf councilor Joan Caballol questioned the decision not to increase fees given the rising costs of services, particularly the door-to-door waste collection service, which he described as deficitary and expensive. Josep Casulleras justified his group's abstention by not directly participating in the economic management decisions of the governing team.
The municipal government clarified that the waste fee will need to be revised upwards to align with actual service costs, but explained that complete economic data from the Mancomunitat de l'Alta Segarra is not yet available. Therefore, the decision was made to postpone any increase until a full and rigorous assessment can be completed. Mayor Montserrat Mases emphasized the government's commitment to finding ways to reduce service costs rather than passing them on to citizens.
The Councilor for Environment, Roger Rotés, also referred to the water service, where efforts are underway to reduce network losses and obtain more precise consumption data with new meters before considering potential fee modifications.
In another significant point, the Plenary unanimously approved the request for a collaboration agreement with the Department of Social Rights and Inclusion of the Generalitat de Catalunya to advance the accreditation of 40 public places at the Calaf Residence and Integrated Services Platform for the Elderly. This agreement marks a further administrative step towards ensuring access to this service.
The session also included the approval of two technical credit modifications, the renewal of the agreement for municipal guards to join the Rescat emergency communication network, the extension of the agreement with the Ter-Llobregat Water Supply Entity, and the procurement process for the cleaning service of municipal buildings and facilities.
