ERC Demands Transparency on SAREB Housing in Alt Pirineu

The Republican spokesperson in the Senate calls for detailed information on the execution of the affordable housing protocol.

The spokesperson for Esquerra Republicana in the Senate, Sara Bailac, has submitted written questions to ascertain the execution status of the protocol signed between the Spanish Government, CASA47, and the Generalitat to incorporate thousands of properties from the former SAREB into the public housing stock, with a specific focus on Alt Pirineu and Aran.

This parliamentary initiative highlights the lack of information regarding the development of an operation that the Spanish Government itself presented as a key tool for increasing the supply of affordable housing. The protocol, signed in October 2025, envisioned the incorporation of approximately 13,000 homes and over 300 plots in Catalonia into public housing policies.
According to data provided by the Executive, around 117 of these homes are located in the Alt Pirineu and Aran region. However, Bailac points out that "several months after the protocol's signing, there has still been no detailed information on how many homes and plots have actually been incorporated into CASA47, what the planned timeline is for completing the transfers, or when they will be available for affordable rent".
For this reason, Bailac is requesting detailed information from the Ministry on the degree of compliance with the commitments made by the involved administrations, the preparation of the planned asset inventory, the establishment of the monitoring committee, the formalization of the pending agreement, and the conditions for the transfer of homes and plots.
The senator also seeks to know "how many of the homes from the former SAREB have already been assigned to CASA47, their conservation status, how many are available for immediate incorporation into the public affordable rental stock, and how many have actually been made available to the Generalitat".
Regarding the Alt Pirineu and Aran, Esquerra Republicana demands that the Spanish Government "specify how many of the approximately 117 identified homes in the Pyrenees and Aran have been incorporated into CASA47 to date and in which municipalities they are located". Similarly, it requests information on the plots that the State plans to transfer to the Pyrenees to expand the public housing supply.

The Republican spokesperson in the Senate considers it essential for the Spanish Government to act with maximum transparency and fulfill the commitments made to the Generalitat of Catalonia to accelerate the incorporation of these assets into the public affordable housing stock, "especially in territories like the Alt Pirineu and Aran, where housing access difficulties have also become an obstacle to population settlement and economic development".
