The Department of Territory, Housing, and Ecological Transition has today opened the subsidy call, endowed with 300,000 euros, aimed at municipalities and regional councils in the nine areas considered mountainous and in Aran. The objective is to cover part or all of the expenses, up to a maximum of 7,500 euros per municipality, for cleaning tasks on municipal roads affected by snowfall during the winter season. These grants are retroactive, for actions carried out between November 1, 2025, and April 30, 2026.
Minister Sílvia Paneque highlighted that this subsidy line, promoted for years, aims to alleviate the recurring expenses that these town councils face to maintain their roads in good accessibility conditions. According to Paneque, it also contributes to minimizing the territorial imbalances caused by their geographical situation and facilitating the mobility of their residents.
The subsidies will allow beneficiary local entities to cover expenses such as snow and ice removal, the acquisition and distribution of antifreeze products, the rental or purchase of cleaning machinery, as well as related personnel costs.
Municipalities in the high mountain regions defined by Law 2/1983 are eligible for these grants: l'Alta Ribagorça, l'Alt Urgell, el Berguedà, la Cerdanya, la Garrotxa, el Pallars Jussà, el Pallars Sobirà, el Ripollès, el Solsonès, and the municipalities of the territory of Aran. Respective regional councils and the Conselh Generau d’Aran may also apply if they have delegated competence. The deadline for submitting applications will be one month from tomorrow.
These areas are generally located at a higher altitude than the rest of Catalonia, making them more susceptible to winter snowfall. Consequently, municipal roads and communication routes often become obstructed by snow, hindering the normal transit of people and vehicles.
