The Plenary of the Artés Town Hall has approved the Municipal Housing Action Program (PAMH) and several modifications to the fiscal ordinances for 2027, including changes to property tax and waste collection fees.

The ordinary Plenary on Thursday, October 15th, approved the Municipal Housing Action Program (PAMH), developed with the support of the Barcelona Provincial Council. The document analyzes the housing situation in the municipality and proposes future lines of action, although it is not binding. According to Idescat data, there are 199 vacant principal dwellings. The proposal was approved with 11 votes in favor and one abstention from Ciutadans.
Modifications to various municipal taxes and fees for 2027 have also been approved. These include changes to ordinances regulating public space occupation, the return of cemetery niches, municipal activities, and related bonuses. Compensation for niche returns are increased, fees for subsoil occupation are simplified, and a public space reservation for transfers is incorporated with ten working days' notice. An exemption from the fee for the municipal Christmas market is also added.
Regarding the nursery school, the application for social tariff is modified, now allowing it during the first month of service. The price of the Activem-nos program is updated from 40 to 50 euros per semester. The Casa Museu will become a new space available for wedding ceremonies.
Two potential bonuses for the tax on constructions, installations, and works (ICIO) have been approved: for actions resulting from natural disasters and for improvements in energy efficiency. These modifications were approved with 11 votes in favor and one abstention from Ciutadans.
The modification of the Property Tax (IBI) ordinance foresees an increase in the tax rate by 0.03 points for 2027, generating approximately 85,000 euros in additional revenue. The governing team justifies the measure by the mandatory state increase in public personnel salaries. The modification was approved with 8 votes in favor, 3 against (Gent d’Artés and Ciutadans), and one abstention (Junts Despertem Artés).
Regarding waste collection fees, changes are approved for nursing home tariffs and new commercial categories. The bonus for low-income households is reduced from 100% to 75%. The objective is to link the fee cost to the amount of waste generated and individual recycling.
The creation of a grouping of secretaries for the peace courts of Artés, Avinyó, Calders, Monistrol de Calders, Santa Maria d’Oló, and Sant Feliu de Sasserra has also been unanimously approved at the request of the Department of Justice. Artés will be the central headquarters. Competence delegations to the Barcelona Provincial Council for managing selection processes for library assistant and general administration technician job pools have been unanimously approved.
Finally, the appointment of a substitute for the secretary of the Justice Office and Civil Registry has been unanimously approved. The date of the November ordinary session has been moved to November 26th.
