This decision was made during the latest session of the Commission, where a total of 43 new self-protection plans (PAU) were approved. Most of these plans correspond to non-temporary activities and are primarily located in the Barcelona region.
The plan for the Montserrat monastery falls under the category of public gathering buildings, specifically as a cultural center. Meanwhile, the plan for Kao Corporation, located in Olesa de Montserrat and dedicated to the manufacture of soaps and detergents, has been approved under the severe accident regulations (Seveso).
Self-protection is the set of measures implemented in a specific area exposed to one or several risk situations, aimed at foreseeing, preventing, and controlling the risk, providing an adequate response to emergencies, and ensuring the integration of these actions into the public system.
Throughout 2026, the Civil Protection Commission has approved a total of 104 PAUs in the three meetings held so far. However, 19 plans have not received approval, all for non-temporary activities, due to technical deficiencies or shortcomings in self-protection measures. One of these cases was recorded in the central regions, although it has not been specified which one.
