The agreement approved by the Municipal Plenary session resolves the administrative contentious proceedings initiated due to the non-payment of VAT for the years 2020, 2021, and 2022, which amounted to 27,675 euros. It also includes outstanding amounts from subsequent years, without paying late payment interest.
To prevent this situation from recurring, the City Council will request the Generalitat de Catalunya to designate the concessionaire company, La Onada Care Global, as the direct recipient of the public places at the El Lledoner residence and day center. Currently, the Generalitat allocates public places to the City Council, which then makes them available to the company. The company invoices the City Council for services, including VAT, which the council must then pay, representing a budgetary expense that cannot be passed on.
This proposed change in the recipient of public places aims to simplify the administrative process and prevent the City Council from having to directly cover the VAT for these places in the future. The El Lledoner residence and day center service will remain publicly owned, with the City Council continuing as the administering authority.
