Born on August 29, 1925, Recasens had an extensive political career, highlighted by his tenure as mayor of Cambrils between 1973 and 1979, a crucial period for the municipality's development.
During his mandate, he promoted crucial works such as the canalization of the Riera d'Alforja and the construction of breakwaters to protect the port's seafront. He was also a great cultural promoter, supporting the Festival Internacional de Música. Subsequently, he served as a councilor from 1983 to 1987.
His work was not limited to politics, as he was an active mercantile and real estate entrepreneur, and the first director of the local publication Revista Cambrils.
Trained as a mercantile professor, Recasens managed an appliance store and property marketing business in the Plaça de la Vila. His passion for history and travel led him to write three books: Viatge a les Cultures (2004), Viatge a la història d'Europa (2012), and Cambrils a la segona meitat del segle XX: memòria col·lectiva (2016).
