The promoting committee for the popular consultation on the installation of the LOTTE chemical industry project in Comellarets, Mont-roig del Camp, has publicly denounced the 'constant impediments' by the Town Council, accusing it of delaying the process.

According to the promoters, the Mayor's Office is keeping the procedure on hold, arguing that the council 'lacks sufficient technical and personnel resources' to manage the logistics and verification of requirements for the consultation. This situation has led the promoters to describe the municipal attitude as a 'dilatory maneuver'.
Committee members explain that, due to the lack of legal profile personnel in the Citizen Participation Department, logistical and legal assistance has been requested from the Diputació de Tarragona. They believe this delay violates the fundamental right to citizen participation, as stipulated in both the Municipal Regulations and current legislation.

The Town Council has the necessary structure, but uses it to create obstacles instead of facilitating democratic exercise.

The promoting committee asserts that the argument of resource scarcity is an 'excuse' to prolong deadlines, especially with an election year approaching. Furthermore, they accuse the mayor, Fran Moracho, of 'violating' citizens' right to participation.
The promoters recall that this 'attitude of inactivity' already led to a complaint before the Síndica de Greuges (Ombudsman) at the end of 2025 regarding the management of the file. They insist that 'without a consultation, there is no project' and that the multinational LOTTE cannot proceed without a prior popular consultation reflecting the will of the territory.
Finally, the committee emphasizes that an urban planning modification 'affecting health and the environment cannot be approved' without neighborhood consensus. Therefore, they demand an end to 'instrumentalizing bureaucracy to silence popular will' and call for the immediate continuation of the procedure.
