Deltebre establishes Anti-Fraud Committee and launches Ethical Channel for transparency

The Deltebre City Council strengthens institutional integrity and responsible management of European funds with new internal control mechanisms.

The Deltebre City Council has established the Anti-Fraud Committee and activated the Ethical Channel to ensure the transparent and rigorous management of public resources, especially funds from the Recovery, Transformation and Resilience Plan.

The Anti-Fraud Committee is a technical collegiate body, with its own regulation approved by the plenary, whose function is to coordinate and ensure compliance with anti-fraud measures. It includes the secretary, intervention, treasury, area heads, mayor's office, deputy mayors, and an opposition representative.

In parallel, the Ethical Channel serves as a key protection tool for whistleblowers, allowing them to report potential regulatory non-compliance with full guarantees of confidentiality and anonymity. The specific access point has been enabled on the Deltebre City Council website.
These measures are complemented by the update of the Penal Risk Prevention Plan, approved during the plenary session on August 1. This instrument covers all municipal activity and establishes protocols to prevent irregular conduct and detect potential risks.
The plan's comprehensive approach allows for the early identification of alert indicators or “red flags,” such as contracts with abnormally similar bids or the repeated concentration of assignments with the same provider, ensuring continuous improvement of administrative procedures.
