The strategy focuses on the massive relocation of 6 million cubic meters of sand to reinforce vulnerable areas such as Trabucador and Buda-Migjorn. Administrative procedures are set to begin in 2026, with physical dredging operations expected to start by 2028.
Key infrastructure projects include the construction of protective barriers and elevated paths to prevent seawater from flooding local rice fields. A notable project involves an 8-million-euro investment to transform the Alfacs sea wall into a cycling path connecting la Ràpita and Trabucador.

The total budget for the plan is 42 million euros, with the Spanish Ministry contributing 40 million. Technical support is being provided by the Polytechnic University of Catalonia (UPC) to study sediment extraction capacities at Fangar and Banya points.
