The decision, adopted unanimously by the Consell de Defensa #DeltebreTerritori, follows the rejection of the previous requirement submitted by the council last January. In addition to the challenge, the municipality has requested a precautionary suspension of the file while the judicial procedure is processed to avoid irreparable damage to territory management.
The municipal government criticizes that the new proposal ignores technical studies and agreements reached during 2025, reverting to provisional criteria from 2020. According to the council, this action creates serious legal uncertainty and paralyzes economic and urban development along a stretch of more than 63 kilometers of coastline.

The file has generated strong social opposition, with 9,454 allegations submitted during last February. Deltebre City Council argues that the proposal violates basic principles such as legitimate trust and good administration by reincorporating land that had been excluded from the maritime-terrestrial public domain in previous proceedings.
