A fire drill took place this morning at the Hospital Santa Creu de Jesús in Tortosa, organized by Civil Protection of the Generalitat and the hospital itself. The exercise tested the center's Self-Protection Plan (PAU), approved in April 2025, simulating a fire originating in an electrical panel in the residence area on the third floor of the main building.
The incident was detected via the automatic smoke detection system and by hospital staff. The drill involved about ten people with simulated injuries, such as burns, smoke inhalation, or trauma, allowing for the evaluation of both internal response protocols and coordination with external emergency services.
During the exercise, the Self-Protection Plan procedures were activated, including internal intervention teams, communications to emergency number 112 and the Centre de Coordinació Operativa de Catalunya (CECAT), as well as evacuation and confinement measures for residents and staff. The reception of external aid, coordination at the Advanced Command Post (CCA), and the healthcare management of affected individuals were also assessed.
Residents with mobility were evacuated from areas near the fire's origin, while those with reduced or no mobility were confined to safer sectors on the affected floor. The Generalitat Firefighters participated with a dozen personnel, including medical assistance and command vehicles, working on coordination with other emergency services in the scenario of a fire on the third floor, designated for the elderly residence, Llar Santa Creu.
The first intervention team practiced extinguishing maneuvers while the evacuation was underway. During the operation, one person was injured by an electric shock. Personnel from the Amposta and Tortosa fire stations familiarized themselves with the premises and located the necessary resources for future firefighting.
The drill's objectives included containing the fire, protecting facilities, executing evacuations and confinements, disconnecting the electrical grid, setting up water for firefighting, and checking gases and ventilation. The Medical Emergency System (SEM) deployed 18 professionals and 9 ground units, attending to and transferring 10 affected individuals (2 critical, 6 serious, 2 minor).
The Mossos d’Esquadra (Catalan Police) and the Tortosa Local Police integrated into the Advanced Command Post (CCA), controlling access and ensuring security. Civil Protection of the Generalitat coordinated actions under the PROCICAT Plan, supporting the municipality and the CECAT. The Tortosa City Council simulated the activation of the municipal plan (DUPROCIM) and the establishment of the Municipal Operational Coordination Center (CECOPAL).
In the days leading up to the drill, the hospital informed residents and staff to minimize disruptions. The activity served to reinforce the Self-Protection Plan (PAU) protocols and improve the coordination of the health center's human and technical resources.
