Tortosa Francoist Symbols Commission Urges Generalitat to Accelerate Demolition

The Commission for the removal of Francoist symbols in Tortosa calls on the Generalitat to act swiftly to lift precautionary measures halting the demolition of the monument in the Ebro river.

The Commission for the removal of Francoist symbols in Tortosa has urged the Catalan Government to expedite procedures for the demolition of the monument located in the Ebro river, following the approval of a motion in the municipal plenary session last Monday.

This request comes with the endorsement of the motion approved by the plenary of the Tortosa City Council, which seeks to accelerate the removal of Francoist symbolism. However, the process still faces a judicial hurdle: the lifting of the suspension of the building permit, which was decreed in July 2021 by an administrative contentious court in Tarragona.
In a press release issued on Wednesday, the commission demanded that the Generalitat's lawyer, who is involved in the procedure, request the lifting of precautionary measures as soon as possible. This action is crucial to resume demolition work.

The commission expressed its satisfaction with the ratification of the motion presented by the CUP, and congratulated the City Council plenary for approving it without any dissenting votes. This fact demonstrates, according to the commission, that despite different political sensitivities, no municipal group has opposed the removal of the monument from public space.
The statement recalls that the suspension of the works was due to precautionary measures, which argued that the granting of the building permit was conditional on the modification of the Municipal Urban Planning Plan (POUM), where the monument was delisted. This modification had been challenged before the High Court of Justice of Catalonia (TSJC).
Finally, the TSJC rejected all allegations presented against the delisting of the monument in December 2024 and March 2025. Subsequently, the Supreme Court did not admit the appeals, thus exhausting the judicial route. Therefore, the delisting of the monument is firm and, consequently, the precautionary measures should lapse, according to the statement.
