A new legal framework set to take full effect in 2028 limits tourist apartments to a maximum of 10 per 100 inhabitants. Currently, seven local municipalities exceed this threshold. Pals is the most affected, with 55 rentals per 100 residents, meaning it must cut its current 1,419 licenses down to 255.
Other towns facing significant reductions include Begur, Torroella de Montgrí, and Platja d'Aro. Conversely, la Bisbal d'Empordà remains well below the limit with only 50 registered tourist flats, representing less than half a rental per hundred residents.
