Security and coexistence in Cornellà de Llobregat have been strengthened in recent years with a 20% budget increase, reaching 1,448,488 euros for 2026. These resources have allowed for an increase in the Guardia Urbana staff to 120 officers and have driven technological investments, considered key to the new security model.
The Guardia Urbana, operational 24 hours a day, centers its model on proximity and prevention. The proximity unit and the one dedicated to resolving neighborhood conflicts, such as illegal occupations, are fundamental pillars. Citizen collaboration has been key, with 146 interventions by the Convivencia Unit between June 2025 and May 2026, preventing 54 attempted housing occupations.
The Night Observation Service, the "serenos", patrol areas like la Gavarra and Sant Ildefons, attending to over 1,000 situations annually, from escorting women to detecting incidents. The preventive presence of the Guardia Urbana is evident during large public events, such as the recent Corpus in Catalunya Square, and daily in protecting school environments (2,245 actions in twelve months) and markets.
As an administrative police force, the Guardia Urbana conducts school transport controls (nearly 300 annually), inspections of establishments, and noise level checks, demonstrating the diversity of its preventive tasks.
Technological innovation is the second pillar. The municipal application M7, with over 44,000 downloads, allows residents to alert the Guardia Urbana in real-time, activate protocols against gender-based violence, or locate vulnerable individuals. Investment in cameras, drones, and management systems exceeded 441,000 euros in 2025, facilitating the identification of vehicles linked to crimes.
The Guardia Urbana staff grew by 15 new officers in 2025. Coordination with the Mossos d'Esquadra and the National Police has intensified, with a 28% increase in joint operations. Initiatives like Albatros (women's safety in nightlife) and the Saturation device reinforce the commitment to a more visible police presence.
