The procedure, valued at over 1 billion euros, has passed the administrative and technical evaluation phases, where Veolia achieved the maximum score. The opening of envelope C, containing the economic offers, could take place before the end of July, according to sector sources.
The award proposal is expected in September. The mega-tender, launched on February 2, 2026, includes a 25-year contract for water supply to municipalities such as Cervelló, Corbera de Llobregat, La Palma de Cervelló, Molins de Rei, Ripollet, Sant Andreu de la Barca, Sant Cugat del Vallès, and Tiana. Additionally, the future contractor must execute investments of 168.7 million to modernize infrastructure.
Veolia is positioned as the favorite, having secured 49 out of 49 points in the technical evaluation. Other bidders include the UTE formed by Aqualia and Aguas de Valencia (45.3 points), Gestagua and Saur (41.8), Facsa-GS Inima-Constructora de Calaf and Indaqua-Hidrogestión (41.2), and Sacyr Agua (37.6).
Despite the technical advantage, the outcome remains open, as the economic evaluation could alter the ranking. Veolia already manages water supply in five of the eight municipalities included in the contract.
