The measure aims to strengthen safety and coexistence among different modes of transport on public roads.
Electric scooters will have a minimum age requirement of 15 years, and the use of a helmet will be mandatory. Additionally, in low visibility conditions or at night, reflective or luminous elements must be worn to ensure visibility. The requirement to ride with headlights on will be enforced from October 1, 2027.
For cyclists, helmets will be mandatory on all interurban roads. When overtaking, vehicles must reduce their speed by at least 20 km/h below the road's limit and maintain a minimum lateral separation of 1.5 meters. On urban roads with a single lane and a speed limit of 30 km/h, municipalities may authorize two-way cycling.
Motorcycles and mopeds must wear protective gloves on interurban roads and closed footwear on any type of road. In traffic congestion situations, they may exceptionally use the right shoulder if it is signposted, not exceeding 30 km/h.
