The document, which sets out five shared future visions, 12 lines of action, and 33 strategic projects, aims to tackle the region's main territorial, social, environmental, and economic challenges.
Following its approval by the Regional Council's Plenary on Monday, October 5th, the plan now enters a public exhibition period for consultation and the submission of contributions and objections.
The Baix Llobregat Urban Agenda aligns with the global agendas of the United Nations and Spain, as well as the 2050 Agenda for Towns and Cities of Catalonia, aiming to coordinate policies, strengthen institutional cooperation, and facilitate funding opportunities.
Developed from a comprehensive diagnosis and a participatory process involving technicians, politicians, and social and economic stakeholders, the document materializes into a Strategic Framework and an Action Plan for sustainable transformation.
The five future visions include a region with its own identity, resilient and sustainable, connected, focused on community well-being, and generating opportunities through innovation and green and digital industries.
The Action Plan details 12 lines of action in areas such as governance, feminism, environmental quality, energy transition, mobility, housing, social inclusion, and employment, materializing into 33 strategic projects.
Key projects include the Strategic Plan for Tourism Development, the promotion of the Regional Observatory, the Feminist Region project, the Climate Change Resilience Plan, and the development of energy communities.
This plan represents an unprecedented strategic planning effort at the regional level, integrating diagnosis, participation, governance, and monitoring to guide public policies and move towards a more sustainable and inclusive regional model.
