The Plenary Session of the Sant Feliu de Llobregat City Council approved yesterday, Thursday, October 29, the fiscal ordinances for 2027, which include a nominal reduction of 6% in the Property Tax (IBI) and various bonuses to mitigate the economic impact on families.

The IBI reduction measure is part of the effort to cushion the economic impact on families, especially in a context where the 30% bonus on the waste fee applied in 2025 disappears and is now fully assumed. The IBI reduction will help offset the increased fiscal burden from the waste fee.
The fiscal ordinances also establish, for 2027, a full bonus on the tax for properties where systems for thermal or electrical energy harvesting from the sun have been installed, provided they are not already required by urban planning regulations. Residential properties rented through the Local Housing Office (OLH) will also receive an IBI bonus. The tax on mechanical traction vehicles (IVTM) will include a 30% bonus for vehicles classified as "zero emissions" and 10% for those classified as "eco". Regarding the tax on constructions, installations, and works (ICIO), a 75% bonus will be applied to constructions or works that improve housing accessibility, provided these improvements are not mandatory by regulation.
Regarding fees, a 90% bonus on the municipal fee for opening activities in vacant premises in vulnerable neighborhoods (La Salut, Can Calders, and Falguera) with a surface area of 120 square meters or less is included. Works that improve interior housing accessibility, as long as they are not mandatory, will be exempt from urban services fees. A surcharge on the IBI for permanently unoccupied residential properties without justified cause is also highlighted.
The plenary session also approved the management contract entrustment to a medium-sized entity for the home help service (SAD) for 4 years, the modification of the Bases for the Joana Raspall Women's Short Story Contest, the delegation of contracting powers for the Municipal Swimming Pool Complex, and the creation of a supramunicipal employment pool for library assistant technicians. Furthermore, pluriannualities were modified for the works contract for improvements in the El Pla and Les Grases industrial estates.
The session began with a minute of silence in tribute to the victims of the Toledo train accident on October 28, with official mourning declared until October 31.
