The socialist executive, led by Jaume Collboni, seeks the approval of the fiscal ordinances for the second consecutive time without an extension, after Barcelona en Comú allowed the procedure in 2025 despite rejecting the budgets. The PSC already has the guaranteed support of ERC, but the 'no' votes from Junts, PP, and VOX make the support of the 'comuns' essential.
The purple party, now led by Gemma Tarafa, demands that the mayor accept the request to comply with the urban regeneration plan agreed last autumn. This plan foresees the rehabilitation of 6,000 homes in key city neighborhoods such as Besòs i el Maresme, la Pau, and la Trinitat Vella.
The Government will accept our request.
Sources from Barcelona en Comú are optimistic, trusting that the agreement will be reached before the plenary session. If the Collboni government accepts the request, it will clear the way for BComú to justify its 'yes' vote on the 2026 fiscal ordinances, as it did with the 2025 ordinances.
The presented fiscal ordinances, which have the approval of ERC, include the increase in the municipal tourist surcharge. This will rise from four to five euros per person per night starting April 1st, with a progressive annual increase of one euro until 2029, allowing the Barcelona City Council to collect an additional 200 million euros.
