The 2035 Framework Programme for Energy and Climate Actions (PMEC2035) outlines 61 actions to advance towards a climate-neutral, resilient, and socially just metropolis, prioritizing the protection of the most vulnerable populations. The programme integrates mitigation and adaptation, with actions in 200 municipal facilities to reduce municipal energy consumption by 30% by 2035 and support for energy communities to facilitate access to renewable energy for vulnerable households. The goal is for 90% of the metropolitan population to have a climate refuge within a five-minute walk by 2030.
Regarding water, the definitive award of the potable water supply service concession for Cervelló, Corbera de Llobregat, Molins de Rei, la Palma de Cervelló, Ripollet, Sant Andreu de la Barca, Sant Cugat del Vallès, and Tiana to Societat General d’Aigües de Barcelona (SGAB) has been approved. This decision follows a 2020 ruling by the TSJC recognizing the AMB as the competent authority to determine the service management model, aiming to improve quality, efficiency, accelerate investments, and enhance network security.
Concerning waste, the metropolitan waste treatment fee (TMTR) for 2027 has been updated, resulting in an average increase of 3.6%, equivalent to the CPI. The projected revenue is 165.9 million euros, covering 88% of the annual treatment costs, which amount to approximately 235 million euros. The metropolitan area generates around 1,460,000 tons of waste annually. Additionally, bonuses will be introduced for citizens who participate in separate collections and use recycling points.
