Lluís Rabell, the PSC councilor in the Barcelona City Council, announced his resignation due to health reasons, effective during the municipal plenary session in February.

The Barcelona consistory confirmed that Lluís Rabell, who held the number 7 position on the list led by Mayor Jaume Collboni in the May 2023 elections, will be replaced by Sara Belbeida. Belbeida, who was number 12 on the PSC list, currently serves as the commissioner for Citizen Relations and Cultural and Religious Diversity.
During his tenure, Rabell was a key figure in several areas, including the Neighborhood Plan (Pla de Barris), Participation and Democratic Innovation, Education and Elderly People, and Democratic Memory. He was also the councilor for the Horta-Guinardó district, portfolios that the new councilor, Sara Belbeida, will now assume.
This decision comes after Rabell had already temporarily stepped away from his duties in late November 2023 to undergo surgery, rejoining his work in mid-March 2024. Prior to his time as a councilor, Rabell served as a deputy and president of the Catalunya Sí Que Es Pot group in the Parliament of Catalonia (between 2015 and 2018) and president of the FAVB (2012-2015).
Rabell's resignation adds to the growing list of changes in the council. Since the start of the mandate in June 2023, nearly 25% of the councilors have left their posts. Notable departures include former mayor Xavier Trias (Junts), former mayor Ada Colau (BComú), and former mayoral candidate Ernest Maragall (ERC), in addition to Janet Sanz, who stepped down before Christmas.
