The Barcelona municipal government and the unions CCOO, UGT, and CSIF have reached a pre-agreement to renew the collective agreement, reducing the work week to 35 hours for most staff.
The main novelty of the agreement, negotiated over eleven months, is the reduction of the working day from 37.5 to 35 hours for staff with common schedules, such as administrative workers and district technicians. The pre-agreement, which does not have the approval of the CGT, will be ratified next Thursday and voted on in the plenary council in January.
Groups with special schedules, such as staff from the Citizen Attention Office (OAC) and Social Services, will work 36.15 hours per week, receiving compensatory measures and salary bonuses in return. The Urban Guard has agreed to compact schedules to enjoy one week off per month, while Firefighters will receive economic compensation for the singularity of their 24-hour shifts.

"The reduction in working hours was important, but we, as a union defending public services, could not allow services to citizens to be closed. Precisely for this reason, we have requested compensation in those services that cannot reduce their hours."
The agreement also incorporates “second activity” for nursery school teachers, a modality that allows older staff or those with greater physical wear and tear to leave the classroom for bureaucratic tasks. The City Council commits to creating 70 positions in this modality and stabilizing 250 structural positions at the Municipal Nursery Schools Institute (IMEB).

"A working-class union cannot accept that the salary of managers is raised, regardless of the manager's rank, while the base salary of the staff is not touched."
