The Civil Protection Commission has approved 32 self-protection plans (PAU), one of them partially, mostly for non-temporary activities and in the Barcelona region. Plans for the UPC Campus in Terrassa, the Port of Roses, and four establishments subject to major accident regulations (Seveso) have also been approved.

A total of 18 plans were not approved due to technical deficiencies or shortcomings in self-protection measures. With the plans approved in this session, Civil Protection has now approved 344 PAUs in 2026 across ten commissions held so far.
The session was chaired by the Director General of Civil Protection, Marta Cassany, and included participation from various officials from Civil Protection and Barcelona Firefighters, such as Program Director Sergio Delgado and Deputy Director General of Coordination and Emergency Management Imma Solé.
Among the approved plans are those for four establishments affected by regulations on major accidents involving dangerous substances (Seveso), the Sallente hydroelectric power plant, the corporate building of Banc Sabadell in Sant Cugat del Vallès, the Barcelona International Convention Centre (CCIB), and the Fòrum building, as well as several music festivals and events.
The plan for Family Parc in Tarragona received partial approval. Most approved plans are for non-temporary activities (24), including industrial facilities, energy production centers, waste management, a road tunnel, a sports port, a university campus, office buildings, residential centers, and airports.
For temporary activities (8), plans were approved for six music events, one sports event, and one digital arts festival, all held in designated spaces during 2026.
The 18 unapproved plans, all for non-temporary activities, had technical deficiencies or lacked self-protection measures. The majority are concentrated in the Barcelona region.
Self-protection refers to the set of measures to be adopted in the face of various risk situations, as established by Decree 30/2015. Plans must be implemented within the first year of validity and continuously updated.
