The initiative comes in response to the incident of April 28, 2025, when a general blackout left Northern Catalonia, Catalonia, Andorra, Spain, and Portugal without electricity. This situation resulted in Catalan society being without power for almost 13 hours and approximately 400,000 users in the Barcelona metropolitan area being left without water.
Water supply problems were particularly concentrated in the mountain neighborhoods of Barcelona, where water needs to be pumped to homes from an altitude of 120 meters upwards. According to ACA's calculations, the disruption left nearly 300,000 subscribers and 400,000 users without water.

Among the actions planned in the new scheme are an increase in storage capacity, optimization of pressure to extend the autonomy of the pumping system without electrical dependence, and the reinforcement of alternative power supply systems with more powerful generator sets. The management has emphasized that the major blackout marked “a before and after” and that this new plan should prevent the population from being left unprotected in a similar situation again.
