The Municipal Treasury Institute (IMH) of Barcelona managed 15,036 notifications of traffic sanctions directed at drivers residing outside of Spain during the year 2025. This system, developed in collaboration with the Spanish Federation of Municipalities and Provinces (FEMP) and the company NIVI SpA, has achieved a collection rate exceeding 31% among this group.
Prior to the implementation of this service, the Barcelona City Council faced significant difficulties in enforcing sanctions against foreign drivers due to the inability to access the necessary information to locate them.
The first operational dispatch of sanctions during 2025 processed 15,036 notifications, with a collection of 31.05% paid entirely during the voluntary period. In the first quarter of 2026, approximately 2,600 additional notifications have already been managed.
The project was rolled out in two phases. The first focused on drivers already identified with addresses outside Spain, where NIVI handled the notifications. The second phase, launched in March 2026, incorporates the detection of foreign license plates through traffic control systems to locate addresses based on applicable legislation and the severity of the offense.
For serious infractions within the European Union, the IMH uses the Eucaris application from the General Directorate of Traffic (DGT). In other cases, the awarded company consults international databases. The countries with the most notifications include France, Italy, Germany, United States, United Kingdom, Netherlands, Switzerland, and Belgium.
