The initiative, promoted by the PSC municipal group, seeks to establish mechanisms to limit rents in areas of the city facing high real estate pressure. The stated goal is to ensure the continuity of small businesses and preserve the commercial diversity of neighborhoods against the displacement of traditional establishments.
During the plenary debate, the proposal received support from Junts per Barcelona, Barcelona en Comú, and ERC, although the municipal government faced criticism from other parties. Some groups questioned the effectiveness of the measure and criticized the local government for a lack of independent action in this area over the last two years.
Meanwhile, the PP municipal group expressed its opposition to any market intervention. The party criticized the city's current commercial model and pointed to management issues regarding relations with merchants in areas such as the Sagrada Família.
