Barcelona en Comú to Collect Allowances from Diputació and AMB to Fund the Party

The political group modifies its ethical code to accept allowances, which can reach almost a thousand euros per monthly plenary session, aiming to strengthen the organization.

The nine councillors of Barcelona en Comú in the Barcelona City Council will begin collecting allowances for attending plenary sessions and commissions of the Diputació de Barcelona and the Barcelona Metropolitan Area (AMB), intending to transfer these funds to the party.

This decision represents a significant shift in the policy the party had maintained since its creation in 2014, when former mayor Ada Colau established that its officials would waive these amounts. Until now, BComú councillors had declined to receive these allowances, which can amount to up to 973 euros for each monthly plenary session of the Diputació and 368 euros for metropolitan sessions.
Party sources explained that the objective is to "strengthen" the organization with more resources ahead of the upcoming municipal elections. They emphasized that this measure does not imply an increase in the councillors' salaries, as they already donate a portion of their income in accordance with their ethical code. The party argues that by not collecting these allowances, the funds remain in the coffers of the supramunicipal corporations without any specific use.

The decision seeks to “strengthen” the organization with more resources in view of the municipal elections, and in no case implies an increase in the salaries of the councillors, who already donate part of their salary, in accordance with their pioneering Ethical Code.

The change was agreed upon at Barcelona en Comú's only congress in ten years, held last summer, where the ethical code was modified to allow the collection of allowances, although the implementation had not been made effective or public until now. The municipal group has decided to make it a reality, marking a turning point in its trajectory.
Allowances for attending the Diputació include 973 euros per monthly plenary session and 446 euros for informative commissions and the special accounts commission. In the Barcelona Metropolitan Area, the allowance for attending the Metropolitan Council is 368 euros, while commissions range between 168 and 420 euros. Sessions of the governing board (bi-weekly) and spokespersons (monthly) are remunerated with 420 and 578 euros, respectively.
BComú officials have capped salaries according to their ethical code, donating the surplus to the party. After the first term, the party decided to increase the mayor's salary by 40% and that of the councillors by 27% to adjust them to the required dedication. At the July congress, it was agreed to update salary limits again, and the leadership must prepare a "financial charter" with a new salary scale before the 2025 elections, with a maximum of four times the Minimum Interprofessional Wage (SMI).
