The project, part of the third edition of the Neighborhood Plan (2025-2028), aims primarily to guarantee the right to housing and connect the old and new areas of the neighborhood. With an initial allocation of 9 million euros for immediate actions, the plan will extend until 2028 with an additional 50 million euros to execute 43 projects in urban, educational, and socioeconomic fields.
One of the most prominent interventions will be the redevelopment of the Zona Franca promenade. The reform seeks to turn this road into a backbone with green areas, bike lanes, and pedestrian spaces, following a model similar to Meridiana. The goal is to boost local commerce and create new meeting spaces for residents.

Urban development plans include the construction of 12,000 homes, a significant portion of which will be public housing. Furthermore, the plan includes the improvement of basic services, such as the installation of a new Primary Care Center (CAP) and the expansion of educational offerings with the relocation of the Barcelona Institute of Graphic Arts Design.
Finally, mobility will be strengthened with the implementation of new bus lines, specifically the X3 and V5. These measures seek to reduce inequalities and ensure that the neighborhood's growth is accompanied by the necessary infrastructure for the citizens.
