Barcelona Mayor proposes ban on non-EU foreigners buying second homes

Jaume Collboni also announces a 400-euro monthly rental subsidy for vulnerable residents over 55.

The Mayor of Barcelona, Jaume Collboni, advocated this February for a ban on non-European Union citizens purchasing second homes in the city to curb real estate speculation.

Speaking on La2Cat, Jaume Collboni expressed his firm stance against speculative housing purchases. He highlighted that districts like the Eixample are seeing an increase in empty buildings because wealthy international buyers use apartments only for short holiday periods.

"I would prohibit it. For those buying to speculate or rent out, the party is over in Barcelona."

In addition to these restrictive measures, the Barcelona City Council will introduce a 400-euro grant for residents over 55 and single-parent families. This financial aid is targeted at those spending more than one-third of their income on rent and who are at risk of losing their homes.
The proposal aligns with ongoing discussions within the Catalan Government regarding expert reports that suggest using urban planning regulations to protect local residents from being displaced by high-income foreign investors.
