Barcelona Redesigns Noise Control Plans in Ciutat Vella to Withstand Legal Challenges

The City Council is updating regulations for Born and Plaza Reial following court rulings on terrace hours.

Barcelona City Council is overhauling its noise reduction plans for the Ciutat Vella district to ensure they are legally robust following successful court challenges by the local restaurant guild.

The municipal government has restarted the process to declare a Special Regime Acoustic Zone (ZARE) in Passeig del Born. This move follows a TSJC court ruling that favored the Gremi de Restauració regarding terrace restrictions in other parts of the city like Enric Granados street.
The updated plan for Born aims to reduce night-time noise levels below 60 decibels. If targets are not met, 24 businesses could face penalties, including closing up to two hours earlier. The council has updated acoustic studies to provide stronger evidence for these measures.

Due to these legal adjustments, the implementation of noise controls in Born and Plaza Reial has been delayed until the summer of 2026. The city continues to wait for a final ruling from the Supreme Court regarding the overall environmental ordinance.
