Barcelona to invest 9.4 million euros in ethical AI development

The city council launches a 37-point plan to enhance technological sovereignty and improve public services through innovation.

Barcelona City Council has pledged 9.4 million euros over the next three years to implement a strategic plan for the ethical adoption of Artificial Intelligence in public services.

The initiative consists of 37 actions designed to strengthen technological sovereignty. This roadmap follows the pioneering regulations established in April 2021, positioning the Catalan capital as a leader in responsible technology long before the mainstream rise of ChatGPT.

Key measures include digital training for civil servants and the creation of a municipal platform to manage AI tools. Emili Rubió, manager of the Barcelona Institute of Technology and Innovation, emphasized that the city will publish data on its algorithmic systems to ensure transparency.
By allocating 3.1% of its budget to cutting-edge technology, Barcelona joins the ranks of global innovation hubs like London, New York, and Helsinki. The investment will be distributed annually until 2028 to ensure a cautious and effective deployment.
