Barcelona to Raffle Social Housing in Raval with Rents Below 400 Euros

The Ciutat Vella District has approved the terms for allocating 36 homes linked to the Sant Pau Social Gymnasium.

The Ciutat Vella District of Barcelona has greenlit the call for applications to allocate 36 social rental apartments on Ronda Sant Pau, with monthly rents below 400 euros, as part of a project linked to the historic Sant Pau Social Gymnasium.

These one and two-bedroom homes range from 54 to 60 square meters in size. The rental price has been set at 6.6 euros per square meter, resulting in monthly payments between 356 and 396 euros, excluding community fees. The Hàbitat3 Foundation will manage these apartments, which are part of a delegated promotion by the Barcelona City Council.
As agreed in the district plenary on March 25, 25 of the 36 apartments will be allocated by lottery through the Housing Exchange. The remaining 11 will be reserved for vulnerable individuals and managed by social entities, adhering to transparency criteria.
Municipal sources have reported that the call for applications will open in the coming weeks on the website of the Municipal Housing and Rehabilitation Institute of Barcelona (IMHAB), with the lottery scheduled for June. The 25 apartments to be raffled will be distributed with quotas reserved for specific groups: one for people with reduced mobility, six for residents of Raval, Poble-sec, and Sant Antoni, eight for those under 35, and ten for the general regime.
To participate in the lottery, interested parties must be registered in Barcelona's official protected housing applicant registry, prove at least one year of residency in the city, not own any other property, and have annual incomes between 15,000 euros and a maximum of four times the IRSC (Sufficiency Income Indicator of Catalonia).
This project is the result of a long-standing neighborhood demand linked to the Sant Pau Social Gymnasium. This space, located on the same plot where the development has been built, operated for years as a non-profit cooperative, offering showers, sports activities, and support to vulnerable people in Raval. The original owner intended to sell the plot for 14 million euros to build luxury apartments, but citizen mobilization led the Barcelona City Council to acquire the land at a lower price. The 36 social apartments will now coexist with the renovated gymnasium's activities, located on the lower floors of the building.
Hàbitat3 has confirmed that the facilities of the Sant Pau Social Gymnasium have been renovated and will include a swimming pool, jacuzzi, and directed activity room, maintaining its function of providing basic services and social support. Construction of this protected housing development began in April 2024 and is expected to conclude in June 2026, when the housing lottery should take place.
