Three years ago, closure measures began to be applied at the Carmel bunkers, former anti-aircraft batteries on Turó de la Rovira, with the aim of ending the outdoor drinking parties and celebrations that disturbed the peace of the neighbors. Access hours were limited from nine in the morning to 7:30 PM in summer, and until 5:30 PM in winter. Despite the initial impact, the problem has not been completely eradicated.
This week, the Turó de la Rovira Neighborhood Council reported a serious incident. A group of tourists attempted to access a home from inside the closed enclosure, causing moments of tension with residents. The frightened neighbors reprimanded the visitors' behavior, who responded aggressively, causing damage to pots and plants at the entrance of the house.

The situation has been repeating for months, with tourists continuing to engage in outdoor drinking inside and outside the enclosure once it is closed, getting closer and closer to residential areas. Neighbors have alerted the Barcelona Urban Guard and the Mossos d'Esquadra, but they believe that current measures are not sufficient to control the situation.
Given this reality, the Neighborhood Council demands urgent action from the Barcelona City Council. They ask the Urban Guard to confiscate alcohol, impose sanctions, and intensify access control outside of hours. They also request the installation of portable toilets and waste bins on Marià Labèrnia and Mühlberg streets to prevent odor nuisances. Furthermore, they demand dignified conditions for civic agents and the reforestation of areas affected by crowds.
