Mayors Jaume Casañas and Manel Solé presented a manifesto this Wednesday calling for a new regional governance model to ensure territorial justice between Barcelona and the rest of Catalonia.

The initiative, backed by Impulsem Lleida and Impulsem el Penedès, criticizes the 'two-speed' development of the country.
