From 2023 to 2025, inspection activity in the Ciutat Vella district has increased, with an average annual rise of 3.5% in opened cases. During this period, 21,349 inspections were carried out and 17,039 procedures were initiated. The majority of these procedures, around 78%, were concluded with compliance orders.
The streets with the most opened cases include La Rambla, Joan de Borbó, Joaquín Costa, Via Laietana, Sant Sebastià, Hospital, Sant Miquel, Carders, Nou de la Rambla, and Escudellers. 33.02% of cases are in El Raval, 17.74% in the Gothic Quarter, 23.76% in Sant Pere, Santa Caterina i la Ribera, and 25.49% in La Barceloneta.
To improve effectiveness, since 2023, automatic license renewal has been withheld for repeat offenders, affecting 31 establishments. Furthermore, in 2025, license revocation was initiated for seven establishments, with seven more in 2026. This measure has secured pioneering favorable judicial rulings in Barcelona to suspend terrace licenses for one year for two repeat offenders on La Rambla.
These actions consolidate the district's Inspection Plan strategy, aligned with the Barcelona Integral Inspection Plan 24-27 and the Endreça Plan, which promotes proactive and multidisciplinary inspection city-wide.
Specifically, between 2023 and 2025, 12,780 authority cases were opened (59% activities, 21% public space, 20% works) and 17,039 procedures. Restitution procedures primarily concerned tourist accommodations (31.98%), works (11.09%), and public concurrence (10.46%). Sanctioning procedures were most common for terraces (24.92%), tourist accommodations (23.34%), and public concurrence (14.16%).
Total inspections reached 21,349, with 33% related to tourist accommodations and 10% for works without or not conforming to permits. Seven coordinated multi-inspections involving municipal departments and other administrations were conducted, focusing on commercial activities, terraces, nightlife, and bars.
