Minister of Territory, Sílvia Paneque, and Renfe legally formalized the creation of the mixed company Rodalies de Catalunya in Barcelona on Friday, promising a profound change in the rail service.

The legal constitution of the new operator, headquartered at the Territori department, was formalized on Friday under the supervision of the dean of the Col·legi Notarial de Catalunya. This act followed the symbolic signing held on Monday by Minister Sílvia Paneque, Renfe President Álvaro Fernández Heredia, Generalitat President Salvador Illa, and Transport Minister Óscar Puente.
Immediately after the signing, the first board of directors meeting was held, attended by the four members designated by Renfe and the five from the Generalitat. Among them is the CEO, Òscar Playà, who will leave his current functions as director of the TMB metro to begin building the new company's team.

"We are aware of the question people are asking, and the answer is honest: this is not resolved overnight; from now on, we are laying the foundations for the service to work better in the future. This is not a slogan, it is a profound change."

Despite the formalization, Minister Paneque requested patience, as the new Rodalies de Catalunya will not operate effectively until 2027, once it obtains the necessary railway licenses and safety certificates.
Paneque, who also chairs the mixed company, emphasized the "leadership of the Generalitat" in management, even though Renfe holds the majority of the share capital (50.1% versus 49.9% of the Catalan government). She stressed that the new operator now has the tools to improve the service with decisions adopted from the territory.
