The Minister of Territory, Sílvia Paneque, and the president of Renfe, Álvaro Fernández, signed the agreement before a notary. Subsequently, the first meeting of the board of directors was held, which will be led by Òscar Playà, former director of the TMB metro network, as CEO.

Paneque stressed that the transfer represents a “profound” and “structural” change in management, as it allows for increased decision-making capacity over Rodalies from Catalonia. She added that holding the first board meeting on the same day as the formalization is a “declaration of intent” to start working immediately.
The company is owned 50.1% by Renfe and 49.9% by the Generalitat. Strategic decisions, such as investments or the appointment of the CEO, will require the support of 3/4 of the board members. The first line to be managed will be the R1, whose inventory transfer is expected within a month, although effective operation will not begin until 2027.
