The ruling points out that the Barcelona City Council failed to request a mandatory report from the Catalan Water Agency (ACA). This document was essential as the plan identifies eight water mines within the district. Legal requirements state that such sectoral reports must be requested during the public consultation phase.
Local authorities have announced they will appeal to the Supreme Court. Since the ruling is not yet final, the current urban regulations remain in effect. The 2022 plan aimed to protect Gràcia's unique character, covering 71 traditional environments and planning for 1,714 affordable housing units.
