ERC and the PSC have reached an agreement to secure a majority for the Generalitat and Barcelona City Council in the Zona Franca Consortium, according to sources.

According to the agreement first reported by 3CatInfo and confirmed by VilaWeb, the Generalitat de Catalunya and the Barcelona City Council will jointly control 55% of the entity, with 40% for the Generalitat and 15% for the council. The Spanish State will hold the remainder. This political alliance could facilitate the vote on the Generalitat's budget, scheduled for tomorrow.
The Zona Franca Consortium, established in 1916, is presided over by the Mayor of Barcelona, although effective management lies with the special delegate of the Spanish State, a position held by socialist Pere Navarro since 2018.
Concurrently, it has become known that ERC has rejected the demands of the teaching union USTEC, which had insisted that teacher demands be a red line for the budget agreement. This move also appears to pave the way for the budget agreement to be finalized this week.
Tomorrow, Monday, ERC will hold an extraordinary National Council meeting to assess the conditions for the budget agreement. All indications suggest that the Republicans will vote in favor of the budget.
