President Salvador Illa returns this Monday to the Palau de la Generalitat in Barcelona after weeks away, facing a complex budget negotiation that could lead to early elections.

The return of the Catalan leader coincides with a period of high political demand. The Government, currently in a minority, must manage critical issues such as the Rodalies train crisis, protests in education and healthcare, and the regional financing debate in Madrid. This parliamentary fragility forces the PSC to rely on support from ERC and Comuns, who are pushing for concessions.

If the budgets do not move forward in terms reasonably aligned with his project, the president has several options before him. The boldest would be to dissolve and convene.

The strategy of calling early elections is being considered as a leverage tool. While it carries risks, such as the lack of a guaranteed stable majority, it could be a rational move if the deadlock becomes structural. This threat aims to moderate the demands of external partners and test the fragmentation of Junts and the resilience of ERC.
