Espinàs served in the Barcelona City Council from 1983 to 1995. He was particularly active in the Sants-Montjuïc district, where he served as district councillor and later as director of services, focusing on local development and neighborhood needs.
A chemist by profession, he was a founding member of Escola Proa in 1966, a school created by parents to resist the educational impositions of the Franco regime. His commitment to Catalan public education also led him to collaborate with the Rosa Sensat Teacher Training College.
In 2006, he was awarded the Gold Medal of Barcelona for his extensive social and political contributions. Local neighborhood associations have expressed their condolences, highlighting his lasting impact on the community.
