Kanpai Plan Expels Over 35 Foreign Repeat Offenders from Barcelona

The Kanpai plan has facilitated the expulsion of over 35 foreign repeat offenders with numerous criminal records operating in Barcelona, contributing to a significant decrease in crime in the city.

This initiative, implemented for a year across much of Catalonia, primarily aims to neutralize offenders with a high risk of persistent criminal activity. A key tactic involves the administrative expulsion of foreign criminals with a significant history of robberies and thefts, who had accumulated multiple judicial cases.
The collaboration between the Mossos d'Esquadra and the Policía Nacional has been crucial in identifying these individuals, verifying their criminal records, and pending judicial cases. Based on this information, the expulsion process is initiated for behaviors considered very serious, such as repeated activities contrary to public safety.
In recognition of this joint effort, the Mossos d'Esquadra honored a Policía Nacional inspector during the Day of the Esquadres of the Barcelona Metropolitan Police Region, held at the Palau de Congressos de Barcelona. The event saw the presentation of 23 medals, seven plaques, and thirty commendations to officers from various forces and civilian personnel for their careers or support services to police action, including meritorious interventions to save lives.
During her speech, the head of the Mossos in Barcelona, the commissioner, highlighted a 6.1% reduction in crimes in the city last year compared to 2024. She emphasized that these levels are similar to those of 2015, reversing the criminal trend of the last decade. She also noted an increase in suspect identifications, arrests, case resolutions, and the seizure of bladed weapons.

Furthermore, the commissioner underscored the policing model developed in the city, which includes a greater presence to improve prevention, the use of intelligence to occupy public spaces, and effective coordination with other forces. She added that the support of the judiciary and the public prosecutor's office is crucial. She also mentioned the implementation of the trust plan to bring the police closer to citizens and improve knowledge of the territory. Finally, she recalled future challenges, such as the fight against the use of bladed weapons, organized crime, sexual assaults, and repeat offending, which demand constant vigilance.
