The plan aims to improve citizen security, coexistence, public health, and road safety in response to increased drug availability and evolving distribution methods. The Urban Guard's proximity to the territory will be key to identifying problem areas and acting proactively.
During 2025, collaboration with the Mossos d’Esquadra led to the resolution of 110 investigations, dismantling of 165 drug dealing spots, 210 arrests, and the recovery of 57 'narcopisos' (drug dens). Hundreds of kilograms of various illicit substances were seized.
The first half of this year also shows positive results with 90 arrests, 74 drug dealing spots dismantled, and 22 properties recovered, involving seizures of drugs such as marijuana, hashish, cocaine, and MDMA.
A primary line of action involves the permanent identification and intervention on retail drug spots, narcopisos, and areas of repeated consumption, with stable police deployments to prevent the consolidation of these activities and their spread to other areas.
The plan integrates an operational intelligence model that analyzes police data, citizen complaints, and coexistence indicators to identify patterns, detect new risk areas, and anticipate the phenomenon's movement between neighborhoods.
Police pressure will be complemented by actions to reclaim public space, coordinating with districts and municipal services to return squares and streets to citizen use.
Drug and alcohol checks will be intensified to improve road safety, particularly in nightlife areas and major entry/exit routes. Preliminary data indicate a decrease in incidents related to driving under the influence of substances.
Inspections of premises and establishments that may facilitate drug use or distribution will also be strengthened, in coordination with various authorities.
Collaboration between the Urban Guard and the Mossos d’Esquadra will be consolidated, with the Urban Guard contributing territorial knowledge and the Mossos leading structural investigations.
The plan includes a specific prevention line targeting youth and educational settings, adapting pedagogical actions to new risks and strengthening the detection of vulnerable situations.
